First identify the source and purpose of measurement
Loud voices, footsteps, a running fan and the hum of pumping equipment may be heard in the same room, but require different tasks to be defined. It is important to describe the character of the sound, suspected source, time of occurrence and conditions in which it is audible in advance. This helps select the subject of examination and an applicable assessment approach.
Measuring the sound level and establishing who performed particular actions are different questions. Complaints about people's behaviour, operation of building services systems and suspected defects in separating building elements are considered separately. The sanitary measurement procedure does not apply to every domestic sound; it is selected according to the source and purpose, rather than the apartment's address alone.
What to note before the site visit
- Dates and intervals of occurrence, duration, frequency of occurrence and affected rooms.
- Which sources were thought to be operating and whether information about their operating mode is available.
- Whether normal operation can be reproduced safely with the involvement of the servicing organisation.
- Which other sounds are present at the same time: transport, other equipment or conversations.
A phone audio recording helps describe the occurrence and select the examination time, but does not replace a measurement report. If the source is not operating on arrival, it is important to record this. The result will relate to the conditions actually observed; it cannot be extended without justification to a missed night-time or intermittent operating mode. The assignment must establish in advance which question needs to be checked and which conditions can be observed.
